Now, ever since China has had commercial relations with foreign countries, these countries have from time to time established post offices at the various Treaty ports

to carry on postal service, The countries which established

such offices exercised in the matter absolute freedom of

action inasmuch as there was no provision regarding this matter in the Treaties and the consent of the Chinese

Government was not first obtained. With a view to the fullest postal facilities being enjoyed by foreign residents

in this country the Chinese Government did not at first press for the abolition of these offices, but this conduct was merely a temporary measure of expediency taken out of solicitude for friendly relations. It is now over 25 years since China began to operate a postal service, and the number of post offices established is more than 10,000, In all their arrangements the Regulations of the Postal Union have invariably been followed.
